The FTSE 100 was down 0.19 per cent in early trading today.At 09:10 BST, the index was down 8.72 points to 4,485.01.
Water regulator Ofwat today announced draft plans to hold back price increases for water firms, leading drops for the major providers.
United Utilities fell 6.12 per cent, Severn Trent dropped 4.67 per cent and Pennon Group was down 3.89 per cent.
Cater Compass Group was down 7.30 per cent this morning after issuing revenue guidance below analysts' forecasts for broadly flat growth.
However, the FTSE 100 was supported by the miners picking up strength.
Fresnillo was up 3.31 per cent, Xstrata gained 2.65 per cent, Kazakhmys rose 2.50 per cent and Rio Tinto climbed 2.25 per cent.
Standard Chartered rose 2.29 per cent.
Last night in New York the Dow was down 0.39 per cent placing further weight on London's optimism.
Chicago's S&P 500 dropped 0.05 per cent.
